Francisco Mingorance is the Executive Secretary of CISPE.cloud (Cloud Infrastructure Services Providers in Europe). Since 2017, together with OHV (France), Aruba.IT (Italy), Ikoula (France), Hetzner (Germany), and AWS (US), he has supported efforts to develop the first European cloud infrastructure Code of Conduct under the GDPR that enables cloud users to store and process their data exclusively in Europe.
As a representative of the European cloud infrastructure sector, Francisco is a board member and founding member of the pan-European Gaia-X initiative on cloud computing and data spaces.
Francisco is also a member of the board of the Climate Neutral Data Centre Pact, an initiative launched in January 2021 to secure commitments by data centre operators to make all their data centres climate neutral by 2030. The Climate Neutral Data Centre Pact brings together most data centre operators in Europe and has currently over 95 signatories. The goal of the Pact is to ensure that data centres operators are an integral part of realising a sustainable and energy-efficient future for Europe.
A Swiss and Spanish citizen, based in Brussels and Geneva, Francisco has over 25 years of experience developing European engagement strategies for leading technology firms. He works with different types of stakeholders, across Europe, to build effective sectoral advocacy platforms.
Before founding his consulting firm, Europa Insights, Francisco opened the Business Software Alliance representative office in Europe, which he also managed for 11 years. While at BSA, he developed community-based engagement campaigns to safeguard IP protection for software-implemented inventions. Prior to BSA, Francisco worked for the European Commission to develop EU policies to facilitate access to patented medicines in emerging markets. This work contributed to the adoption of the Doha Declaration at the WTO.
